Paul Foster

My role is leading the team working alongside helping West Yorkshire Combined Authority to shape policy, develop strategies and deliver programmes of transport improvements. I’m currently working on developing what we will deliver in the next government spending review period 2027-32 and beyond, for the West Yorkshire Local Transport Plan. Along side this we’re focussed on ensuring the current programme is delivered, feeding into mass transit proposals and supporting planning and regeneration colleagues on future growth aspirations.

Transport Strategy is often about planning for the medium to long term, so seeing things you’ve worked on become reality takes time. Fortunately, having worked here for over 20 years, I can now point to the great work we have done over the years to change the city, especially the in the city centre and feel really proud of what we’ve all achieved.
