Marcus is a Partner in EY-Parthenon’s Infrastructure Advisory practice, specialising in the strategic planning, funding, capital structuring and delivery of major capital investment programmes across local and regional government.
He has played a leading role in the development of Freeports and Investment Zones and advises government and investors on the New Towns programme, helping to shape place-based growth and regeneration initiatives at scale.
