Carole Lowther

Carole is a team leader in Defra’s Circular Economy team, leading on the place based element of the Growth Plan. The team works at the intersection of policy and implementation, supporting local authorities, combined authorities and partners to drive growth through strategic enablers such as skills, business support and local capability. Carole is particularly interested in the role of central government in enabling and supporting a circular economy, and how national policy can create the conditions for places to deliver tangible economic and environmental outcomes.’
